Help with Furikup

I need help with the operation of this program,

I mannaged to load it but when i dail i just hear the dialing tone but my phone dosent ring.
not the mobile and the landline.

I live in israel and maybe this is the problam.

I need hel it 2 thigs:
1. What i need to write in the 'contact.txt' if i live in israel

2. I saw in youtube (http://www.youtube.com/watch?v=rKRvqDumeGI) that it's posible to dail to Skype, what i need to write in the 'contact.txt' to do that.
