Got a question about 4.01 M33-2

Hey I hope someone can help me. I am trying to run different homebrew apps on my psp phat. I got cfw 4.01 M33-2 with the 1.5 kernel (I think) I can run some apps like PSP Maps and IR Shell but most apps give me an error of "The game could not be started. (80020148)".
This comes up on apps like PSP PDA and Wifi Sniffer. The number is always the same and it happens on most of my apps. I really am at a loss I don't know where to go from here can anyone please help. Thanks in advance.

although you have applied the 1.5 kernal, have you selected it in the recovery menu?
