I just bought a Lumines game and it says I have to upgrade to 3.51. What should I do. Is there a way I can still downgrade? Please help.         When will there be a 3.50 downgrader that doesn't need lumines?

I am afraid the game you purchased is patched, hence it will NOT work for the downgrade.
Whereabouts did you buy it anyway?
Apparently Japan versions of Lumines have been patched. Don´t know about other areas.

Well, you will have to give us information before we can try to help you such as the firmware version installed in your PSP. We can´t read minds, you know?

Right.

Do not expect any downgrader for 3.50 which does not require the Lumines UMD anytime soon.

The fact is this, there is only this downgrader available for 3.50 PSPs at the moment.  If you want to downgrade your 3.50 PSP I suggest you obtain the unpatched copy of Lumines for it. Any European, American or Japanese Lumines UMD will work as long as it has not been patched. The patched UMDs will have the 3.51 update in it, whereas the unpatched ones will have the 1.50 update or no update at all.

Therefore, no lumines no downgrade at this present time.

If for some reason you are unable to find a good UMD for the downgrade, there are other options to consider. Please have a look at this thread:
