If i use the lumines downgrader can I then use the Dark_Alex release to goto 3.40 OE-A thus not needing to keep using the lumines umd and being able to turn the psp off and on without having to muck about with re-doing?

I don´t quite understand what you meant, but yes, you can surely install 3.40 O-A after downgrading.
